Dear Members of the Campus Community,

Since the conclusion of the Spring 2019 semester, the Office of Research and Sponsored Programs (ORSP) and the Human Subjects Committee (HSC) have worked together on significant changes to SUNY Oswego’s policies and procedures involving human participants in research. These changes are in response to new Federal Regulations pertaining thereto. 

We have summarized these changes on the new HSC Website for your convenience and invite you to familiarize yourself with this new resource. In particular, you will find changes to the policies and procedures on our campus, which will help you when preparing your next application for review, such as an updated SUNY Oswego Policies and Procedures Manual, a new protocol submission form and guidance for human subjects research training. 

One of the central changes is that instead of National Institutes of Health (NIH) training, we now require human subjects research training from the Collaborative Institutional Training Initiative (CITI). If you still have a NIH certification, we will continue to accept it in the interim, provided that it is still valid (three years). However, if your NIH certification has expired or you require new certification, please complete the CITI course modules appropriate for your line of research. On the new HSC website, you will find the CITI Training Guidance Document that discusses the required training for all researchers. 

Finally, please join us in welcoming our newly appointed Interim HSC chair, Michele Thornton, assistant professor of health services administration in the School of Business. Michele brings years of research experience and leadership that will certainly help usher this compliance committee through this transition phase and lead its efforts in protecting human subjects on our campus.   

Implementing these extensive changes is an ongoing process and a learning experience for everyone involved. As the year progresses, we may make additional minor revisions to the policies and procedures. Please bear with us during this time and kindly check the website periodically for any updates and information.
