Per Gov. Andrew Cuomo’s Executive Order, all travelers entering New York from a state with a positive test rate higher than 10 per 100,000 residents, or higher than a 10 percent test positivity rate, over a seven-day rolling average, will be required to quarantine for a period of 14 days consistent with Department of Health regulations for quarantine. See the state COVID-19 travel advisory for more details.

This directive means that if you make the voluntary decision to travel to a state that requires you to self-quarantine for 14 days, you should expect that the 14-day quarantine period without charge to leave credits does NOT apply in this situation. You would be required to work remotely if feasible or charge your leave credits, other than your sick leave, for the 14-day quarantine period.
