Work-Based Learning Program: NYS Certification Extension Courses
The courses needed
To obtain your New York State Certification Extension for Work-Based Learning, you will need to successfully complete six credit hours of required coursework in this study. Both courses are offered online.
CTE 465/565 Introduction to Work-Based Learning (Undergraduate or Graduate) is the first course in the series.

CTE 466/566 Implementing and Evaluating Work-Based Learning Programs (Undergraduate or Graduate) is the second course you will need. Topics include:
- Implementation of Work-Based Learning Programs
- Structuring Cooperative Plans
- Development of Your Steering Committee & Advisory Board
- Student Selection & Placement
- Legal & Illegal Aspects of Work-Based Learning Programs
- Work-Site & Training Station Selection Plan
- Student Preparation in Sexual Harassment & Safety Training
- Integrating Career-Technical Student Organizations (CTSO's)
- Techniques for Effective Supervision
- Program Promotion, Review, & Accountability Measures
New York State Certification Extension Requirements
(e) Coordinator of Work-Based Learning Programs for Career Awareness #8981
1) The extension shall authorize the candidate to coordinate work-based learning programs for career awareness, such as programs providing extended shadowing experiences, the
General Education Work Experience Program (GEWEP)
Work Experience Career Exploration Program (WECEP)
2) The candidate shall meet the requirements in each of the following paragraphs:
(i) The candidate shall hold a valid provisional, permanent, initial or professional certificate for classroom teaching service or counseling.
(ii) The candidate shall complete a program registered pursuant to section 52.2 1(b)(4)(vi) of this Title, or its equivalent consisting of a total of six semester hours of coursework that includes study in coordinating, and evaluating work-based learning experiences and programs.
(iii) The candidate shall have completed 300 clock hours of work experience outside of classroom teaching.
This extension may be granted to any educator holding a current New York State teaching certificate.
(f) Coordinator of Work-Based Learning Programs for Career Development #8982
1) The extension shall authorize the candidate to coordinate work-based learning programs for career development, such as:
Cooperative Career and Technical Education Work Experience Program (CO-OP)
Career Exploration Internship Program (CEIP)
Programs of Youth-Run Enterprises
Internship & Youth Apprenticeship/Pre-Apprenticeship Programs
General Education Work Experience Program (GEWEP)
Work Experience Career Exploration Program (WECEP)
2) The candidate shall meet the requirements in each of the following subparagraphs:
(i) The candidate shall hold a valid provisional, permanent, initial or professional certificate for classroom teaching service authorizing instruction in career and technical education.
(ii) The candidate shall complete a program registered pursuant to section 52.2 1(b)(4)(vi) of this Title, or its equivalent consisting of a total of six semester hours of coursework that includes study in coordinating, andevaluating work-based learning experiences and programs.
(iii) The candidate shall have completed 600 clock hours of work experience outside of teaching in the classroom teaching service.
This extension may be obtained by any teacher who possesses a certification in career and technical education at grades 7-12.
Course requirements
CTE 465/565 Introduction to Work-Based Learning and CTE 466/566 Implementing and Evaluating Work-Based Learning Programs will satisfy all of the course requirements for your certification extension.
At the completion of both courses, you will have everything you need to know for the successful implementation and operation of these WBL programs.
These state approved programs are key components to the Career and Technical Education Endorsement for the New York State Regents diploma ... and your certification extension in this area is crucial to CTE Endorsement for each student who meets the requirements.
Submitting your request for certification extension
- Matriculated SUNY Oswego career and technical educator preparation students will indicate on their Teacher Certification Authorization form that they are also seeking certification in WBL. This form is filed upon completion of the program/graduation from the program.
- All others (in-service teachers) who are NOT part of the career and technical educator preparation registered program must go DIRECTLY to the NYS Education Department and request the extension of your current certification.

Courses are offered online during fall, spring and summer sessions. Both courses can be completed during the summer session and can be taken out of sequence.
Registration process
- Matriculated undergraduate CTE students - consult your academic advisor and register according to MyOswego.
- Non-matriculated individuals (without a bachelor's degree) - should review the process on how to activate a non-degree MyOswego Account.
- Matriculated graduate CTE students - consult your academic advisor and register according to MyOswego.
- Non-matriculated graduate-level students - (currently have a bachelor's degree or higher) can find instructions and non-degree application through the Admissions Office.
