NYS Certification requirements

NYSTCE (New York State Teacher Certification Exams)
To be eligible to be employed in the New York State's public schools, individuals must hold a NYS certificate issued by the Office of Teaching Initiatives.  This certificate confirms that an individual has met all required degree coursework, assessment, and experience requirements.  These requirements include the completion of coursework or training regarding the identification and reporting of suspected child abuse or maltreatment and in school violence prevention and intervention among others, all of which SUNY Oswego candidates complete by completing SSHS 1020 Safe Schools, Healthy Students.  

In addition, individuals must be fingerprinted and have a criminal history record check completed in order to be cleared for employment in the New York State's public schools.  Information on fingerprinting is available through SUNY Oswego University Police

NEW Exams for Teacher Certification
Be sure to sign up for the correct NYS tests. All C&I majors must take the following exams for NYS Teacher Certification:

  • Academic Literacy Skills Test (ALST)
  • Content Specialty Test (CST)
    1. Childhood Education 1-6 majors take the "Multi-Subject Grades 1-6 CST"
    2. Adolescence Education 7-12 and TESOL K-12 majors take the CST in their concentration area
  • Educating All Students Test (EAS)
  • Teacher Performance Assessment (edTPA)

Many exams are offered through a computer-only testing system. Computer-based tests are offered Monday-Saturday at approved testing sites. Seating is limited and you must plan accordingly.

Safe Schools, Healthy Students

Sign up for an online NYSED workshop seminar.
The "Safe Schools, Healthy Students" online course is required for candidates seeking certification.  Go to our Safe Schools page for registration information. 

You may register for SSHS 1020 through your myOswego account as if registering for your semester courses. It is an online certification requirement in which you can access the modules through Angel. It costs $200 and is 0 credits. The cost will be applied to your semester bill. This course is offered once per quarter (2 times a semester) and over the summer. You must take SSHS 1020 before you Student Teach.

TEACH Account

The New York State Department of Education is the institution that grants NYS Teacher Certification. Upon graduation, the college registrar will recommend you to NYSED for teacher certification through a release form you receive with your diploma in the mail. You will then complete the certification process online using your "TEACH" account.

To access the online system, go to and click "TEACH Online Services." Here you may view a list of TEACH Services relating to teaching.

Individuals may:
-View/update individual profile 
-View individual certification record
-View/update professional development record
-View application procedure for supplementary teaching certifications
-View certificate exams or fingerprinting results

School districts may:
-View the certification status of employed teachers and prospective employees
-View/update professional development hours completed by teachers they employ
-Enter superintendent statements for a supplementary certificate of temporary license


To complete the Fingerprinting/Background check required for teacher certification in New York, first create an online MorphoTrust through New York State Education Department at:

You will use this MorphoTrust Account to file your fingerprint application, including the payment to the NYS Department of Education. Once you have completed the online fingerprint application, your online account should indicate that you are ready to be fingerprinted. You may select to have your fingerprints taken at any provider from the website. Call (877) 472-6915 in advance (at least a few days) to schedule an appointment. You will need to bring Photo ID, as well as provide your Social Security Number. The total cost of the fingerprintint fee is $102. Stop by the Curriculum and Instruction Advisement Center for an information sheet.

You can check the status of your fingerprints through your TEACH account at Use the ORI Number "TEACH" to assign your results to the New York State Education Department.
