Elmira College Elmira College, a small, private liberal arts institution in the Finger Lakes region of Upstate New York, offers master's-level programs in both Management and Education. Two of the education programs, the M.S.Ed. in Adolescence Education 7-12 and M.S.Ed. in Literacy, lead to New York State initial teacher certification.
