SUNY Oswego has a longstanding educational partnership with the nation of Benin, and Dr. Alfred Frederick, the college’s distinguished service professor of curriculum and instruction, plans to do the same with Brazil.
Frederick is the international coordinator of a research partnership between SUNY Oswego and the Federal University of Santa Maria in the Brazilian state of Rio Grande do Sul that will also involve Zumbi dos Palmares University in Sao Paulo, the State University of Piaui, the Federal University of Piaui and the Municipal Ministry of Education in Teresina, Piaui. The partners are in three regions of Brazil, from the northeast to the southern tip of the country.
Similar to the research project that Frederick coordinated in Benin, this research involves an evaluation of Brazilian public education at the primary and secondary levels and will result in a published study that includes research-based suggestions to improve the schooling process.
The assessment instruments developed in the West African nation have been translated into Portuguese and are being used in Brazil. The first phase of the research was presented in August at the second International Seminar on Public Policy and Educational Management, held at the Federal University of Santa Maria.
SUNY Oswego’s African and Brazilian Academic and Cultural Exchange Initiative developed and sponsored the event in collaboration with the department of educational administration in the Center of Education at the Federal University of Santa Maria. “This was our first big collaboration project as research partners,” Frederick said.
Frederick gave a presentation, “Educational Curriculum and Socio-cultural Impact: An International Perspective,” at the seminar. Among the international roster of scholars also making presentations were Dr. Geneva Gay of the University of Washington; Dr. Clovis Renan Jacques Guterres of the Federal University of Santa Maria, coordinator of the research in the southern region of Brazil; Antonio Francisco da Silva of the State University of Piaui, coordinator of the research in northeastern Brazil; Maria Louise Cantalice of Piaui’s ministry of education; and Julien William Tchiakpe of Benin, who spoke on the movement to educate women in his country.
Frederick taught at the Federal University of Santa Maria for seven years before he joined SUNY Oswego in 1985. His first book, “Curriculum and the Socio-cultural Context,” was first published in Brazil in Portuguese. At Oswego he has received several Fulbright awards to pursue his research and service in both Benin and Brazil. He was a Fulbright consultant to Zumbi dos Palmares University in 2005.
From its inception during Frederick’s first appointment as a Fulbright Scholar in Benin in the 1990s, Oswego’s partnership with Benin has resulted in the research that produced the book “The Integration of Languages, School and Community,” published in both French and English; exchanges of faculty and school inspectors; training workshops for teachers and school inspectors in Benin and at Oswego; and an Oswego education course that takes students to France and Benin.
