Circulation Policies for:
Circulation Policy for Undergraduate Students

Penfield Library provides Undergraduate Students attending SUNY Oswego access to various library materials and services including books, videos, in-library use of laptops, scanners, cameras, and music CD’s. Materials from other libraries may also be requested through Interlibrary Loan. Undergraduate Students need their Oswego ID cards to check out library materials. Students may renew books online, by phone, or in person. Any questions about what Penfield Library has to offer you as an Oswego Undergraduate Student should be directed to circdesk@oswego.edu or 1-315-312-2560.

Borrowing Privileges and Policies:

  • Items in the circulating collection can be borrowed for 42 days with 3 renewals.
  • Items needed by other patrons or for reserves may be recalled after 28 days.
  • Up to 100 items from the circulating collection may be checked out at one time.
  • Up to 5 CD's/sound recordings may be borrowed at one time. 5 media items may be borrowed at one time. Up to 3 popular videos may be borrowed at one time.
  • Only the person to whom the card is issued is allowed to use the card.
  • Items in collections such as media or browsing are loaned according to the policy for those collections. (Variations generally include a shorter borrowing period.)
  • Interlibrary Loan privileges are also available. Although many requests can be filled without incurring any fees, any charges associated with requests will not be subsidized. No Interlibrary Loan Fees will be incurred without your authorization.
  • Borrowing privileges are suspended if more than one item is overdue or if more than $10.00 is owed. Privileges will be reinstated as soon as materials are returned and fines are paid.

How to request renewal of items:

  • Via the Library Catalog - Classic. Click on "Personal Circulation Information". Sign in using your library ID number and password. Or, you may use your CTS/e-mail LakerNetID and password. Choose "loans" and follow instructions for renewal.
  • By e-mail. Send requests to circdesk@oswego.edu. Please include the item's barcode number, author and title. All e-mail renewals will be confirmed by e-mail.
  • In person, at the Circulation desk. It is not necessary to have the materials with you unless the items are overdue or the maximum number of renewals has been reached.
  • Please note that overdue materials may not be renewed.

  • Overdue fines for books are $0.25 per day up to a maximum of $10 per item.
  • Overdue fines for videos are $1.00 per day up to a maximum of $10 per item.
  • Overdue fines for Music CDs are $0.50 per day up to a maximum of $10 per item.
  • Recalled items accrue fines of $2 per day, with a maximum fine of $15 per item.
  • After the third overdue notice, materials are considered lost. Fees for lost items include the cost of replacement plus a $25 per item processing fee.

Circulation Policy for Honors Track Students

Penfield Library offers Honors Program students in their Junior and Senior years extended privileges to support their rigorous research activities. Juniors and Seniors in the Honors program receive extended loan periods (155 days) for circulating books. Please contact Penfield at circdesk@oswego.edu or 1-315-312-3560 if you have questions about privileges for Honors Track students.

Honors Track students who meet this criteria will receive the following support from Penfield Library:

  • Honors Track students will have a 155 day loan period for circulating materials. This does not include video materials, reserve materials, or browsing collection items.
  • Honors Track students may borrow up to 200 items.
  • Honors Track students will have their books subjected to recall after 28 days have lapsed. If after this period a book is recalled, Honors Track students who do not return the item will lose their Honors Track Circulation privileges.

These services are reserved and intended for Honors Track Students only. Any student found abusing these privileges will lose their Honors Track Circulation privileges. If you have any questions or concerns, please contact the Coordinator of Access Services or Associate Director.

Circulation Policy for McNair Scholars

Penfield Library offers McNair Scholars extended privileges to support their rigorous research activities. All current McNair Scholars receive extended loan periods (155 days) for circulating books. Please contact Penfield at circdesk@oswego.edu or 1-315-312-3560 if you have questions about privileges for McNair Scholars.

McNair Scholars will receive the following support from Penfield Library:

  • McNair Scholars will have a 155 day loan period for circulating materials. This does not include video materials, reserve materials, or browsing collection items.
  • McNair Scholars may borrow up to 200 items.
  • McNair Scholars will have their books subjected to recall after 28 days have lapsed. If after this period a book is recalled, McNair Scholars who do not return the item will lose their McNair Scholars Circulation privileges.

These services are reserved and intended for McNair Scholars only. Any student found abusing these privileges will lose their McNair Scholars privileges. If you have any questions or concerns, please contact the Coordinator of Access Services or Associate Director.

1. SUNY Oswego students are allowed a 155 day loan period (or up to their expiration date, whichever is sooner) for items in the circulating collection. Items in other collections are loaned according to the policies for those collections.

2. Graduate Students may borrow a maximum of two-hundred (200) items at one time.

3. Graduate Students may renew circulating items four (4) times.

4. Students may request renewal of items IF THEY ARE NOT OVERDUE:

  • ~ via the Library Catalog - Classic. Click on "Personal Circulation Information". Sign in using your library ID number and password. Choose "loans" and follow instructions for renewal.
  • ~ by e-mail. Send requests to circdesk@oswego.edu, and include the
    item's barcode number, author and title. All e-mail renewals will
    be confirmed by e-mail.
  • ~ in person, at the Circulation desk. It is not necessary to have
    the materials in hand unless the items are overdue or the maximum
    number of renewals has been reached.

5. Materials borrowed by Graduate Students are subject to recall after twenty-eight (28) days. Students are subject to recall fines, $2 per item per day, $15 maximum fine per item.

6. Graduate Students will be sent three (3) overdue notices for overdue materials. Overdue fines are $0.25 per item per day to a maximum of $10 per item. After the third notice, students will be billed for lost materials. Lost materials are billed for replacement costs plus a $25 processing fee per item.

7. Graduate Student borrowing privileges are suspended if more than one item is overdue OR if $10.00 or more is owed in fines. Privileges will be reinstated as soon as materials are returned AND fines are paid.

Circulation Policy for Faculty

Penfield Library provides Faculty at SUNY Oswego access to various library materials and services including books, videos, in-library use of laptops, scanners, cameras, and music CD's.  Materials from other libraries may also be requested through Interlibrary Loan. Faculty need their Oswego ID cards to check out library materials. Faculty may renew books online, by phone, or in person. Administrators, Emeriti Faculty, Adjunct Faculty, and Professional Staff are all provided with Faculty status for circulation purposes.

1. Items in the circulating collection can be borrowed for 155 days with 4 renewals up to a period of 2 years.

2. Faculty may borrow a maximum of two-hundred (200) items at one time.

3. Faculty may renew circulating items four (4) times for a period not to exceed two (2) years.

4. Faculty may request renewal of items:

  • ~ via the Library Catalog. Click on "Personal Circulation Information". Sign in using your Campus Technology Services (e-mail) user name and password OR library ID number and password. Choose "loans" and follow instructions for renewal.
  • ~ by e-mail. Send requests to circdesk@oswego.edu, and include the item's barcode number, author and title. All e-mail renewals will be confirmed by e-mail.
  • ~ by mail. To renew by mail, Faculty may return the overdue notice to the Circulation Department with the note "please renew" and signature, or may send list of items with barcode number, author and title to the Circulation Department.
  • ~ in person, at the Circulation desk. It is not necessary to have the materials in hand unless the items are overdue or the maximum number of renewals has been reached.

5. Materials borrowed by Faculty are subject to recall after twenty-eight (28) days. Faculty are subject to recall fines, $2 per item per day, $15 maximum fine per item.

6. Faculty will be sent three (3) notices for overdue materials. Faculty are not charged overdue fines. After the third notice, Faculty will be invoiced for lost materials. Lost materials are billed for replacement costs plus a $25 processing fee per item.

7. Faculty borrowing privileges are suspended if more than $50.00 is owed. Privileges will be reinstated as soon as materials are returned and fines are paid.

8. Faculty may authorize student assistants to check out materials for them. To do so, use the Faculty Assistant Authorization Form (pdf)

Circulation Policy for Partners of Faculty and Professional Staff


Penfield library provides access to library materials to Partners of Faculty and/or Professional Staff. Partners of Faculty or Professional Staff will receive Community Borrower cards free of charge. Up to 25 items may be checked out. The initial six-month probationary period is waived for Partners of Faculty or Professional Staff.


Borrowing Privileges and Policies:

  • Items needed by other patrons or for reserves may be recalled.
  • Up to 25 items may be checked out at one time.
  • Only the person to whom the card is issued is allowed to use the card.
  • Items in collections such as media or browsing are loaned according to the policy for those collections. (Variations generally include a shorter borrowing period.)
  • Materials in the Student Association DVD collection may not be borrowed.
  • Borrowing privileges are suspended if any items are overdue or if any fines are owed. Borrowing privileges may be permanently withdrawn.
  • Some library services are not available to Partners of Faculty and Professional Staff. These include, but are not limited to Interlibrary Loan, remote Internet access, in-house borrowing of equipment such as scanners and laptop computers, and remote access to online databases.

How to request renewal of items:

2. Staff may borrow a maximum of one hundred (100) items at one time.

3. Staff may renew circulating items three (3) times.

4. Staff may request renewal of items IF THEY ARE NOT OVERDUE:

  • ~ via the Library Catalog - Classic. Click on "Personal Circulation Information". Sign in using your library ID number and password. Choose "loans" and follow instructions for renewal.
  • ~ by e-mail. Send requests to circdesk@oswego.edu, and include the item's barcode number, author and title. All email renewals will be confirmed by e-mail.

Circulation Policy for Community Borrowers

Penfield Library provides Community patrons access to library materials. To borrow materials a Penfield Library Card, which can be purchased for $10, is needed. The card is initially issued for three months, and extended for an additional nine months if the patron remains in good standing without fines or overdue materials. After the first year, the annual renewal fee is $5.

  • Items in the circulating collection can be borrowed for 28 days with 1 renewal.
  • Items needed by other patrons or for reserves may be recalled.
  • Up to 5 items may be checked out at one time during the initial 3-month period.
  • Up to 25 items may be checked out at one time after the initial 3-month period.
  • Only the person to whom the card is issued is allowed to use the card.
  • Items in collections such as media or browsing are loaned according to the policy for those collections. (Variations generally include a shorter borrowing period.)
  • Materials in the Student Association DVD collection may not be borrowed.
  • Borrowing privileges are suspended if any items are overdue or if any fines are owed. Borrowing privileges may be permanently withdrawn.

Open Access patrons wishing to borrow library materials from Penfield Library must obtain a Penfield Library Card. There is no fee for this card. Students must present a current student ID from a SUNY school which participates in the Open Access program. Borrowing privileges follow guidelines set in the "SUNY Open Access Directory & Manual".

1. A 28 day loan period is allowed for items in the circulating collection. Items in other collections such as media or browsing are loaned according to the policy for those collections. A maximum of ten (10) items may be out on loan at any one time.

2. Renewal of items may be requested IF THEY ARE NOT OVERDUE:

  • ~ via the Library Catalog - Classic. Click on "Personal Circulation Information". Sign in using your library ID number and password. Choose "loans" and follow instructions for renewal.
  • ~ by e-mail. Send requests to circdesk@oswego.edu, and include the item's barcode number, author and title. All e-mail renewals will be confirmed by email.
  • ~ in person, at the Circulation desk. It is not necessary to have the materials in hand unless the items are overdue or the maximum number of renewals has been reached.

3. Materials are subject to recall after twenty-eight (28) days. Recall fines accrue at the rate of $2 per item per day, $15 maximum fine per item.

4. Overdue fines are $0.25 per item per day to a maximum of $10 per item. After the third notice, borrowers will be billed for lost materials. Lost materials are billed for replacement costs plus a $25 processing fee per item.

5. Borrowing privileges are suspended if any items are overdue or if any fines are owed. Privileges will be reinstated as soon as materials are returned AND fines are paid. Borrowing privileges may be withdrawn given evidence of abuse.

6. Penfield Library cards are issued to individuals, not to families or corporations. Only the person to whom the card is issued is allowed to use the card.

7. The Penfield Library card does NOT entitle Open Access borrowers to all library services which are available to SUNY-Oswego students, such as InterLibrary Loan, Internet access, and fee-based database searches.
