Oswego Crew Constitution
Article I This organization shall be known as Oswego State Crew at the State University of New York at Oswego.
Article II The purpose of the organization is to offer the students the opportunity to learn and compete in the sport of rowing.
Article III Membership of the Crew Organization is open to all full-time and part-time students who have paid their S.A. fee and show and active interest in upholding the purposes of the organization as set down in the constitution.
Article IV
Section 1: Meetings are held once a week in a select place as decided by the first informational meeting at the beginning of each semester.
Section 2: The President starts the meeting by addressing any issues or presenting any materials he/she deems appropriate. All remaining officers proceed with their comments afterward as the need arises. General members will then have the opportunity to offer ideas or suggestions about the meeting, business, or about the affairs of previous meetings.
Section 3: Practice times are determined at the weekly meetings and are subject to change throughout the semester.
Article V
Section 1: Requirements to be eligible for an elected position would consist of one semester's worth of commitment on the Crew Team.
Section 2: Each nominee will have the opportunity to speak to the members of the club one week prior to election, after they have been nominated.
Section 3: A quorum shall contain of two-thirds of the voting members present at the meeting at which the vote will be held. A voting member is a member that regularly attends practices and the meetings. A member must be present in order to cast a vote at elections. The majority of votes wins the position.
Section 4: The members at large shall nominate candidates.
Section 5: Sufficient notice shall be given to all members of the club prior to elections. Nominations shall be held one week after the last race of both fall and spring semesters. Elections shall be held the following week.
Section 6: The term of any newly elected officer will begin two weeks following election and will end two weeks after the election of the following semester's officers. Slate officers will retain an advisory status to assist the new officers in learning their duties and responsibilities of their officer positions.
Section 7: If a student is going to engage in, or is considering student teaching, he/she will not be able to hold an officer position.
Section 8: A candidate must receive a simple majority of the votes of attending members in order to win an election.
Section 9: A candidate must be a full-time student during his/her term.
Article VI
Section 1: The President: Shall call meeting when deemed necessary. Shall preside at all meetings. Shall direct and assist the other officers in the fulfillment of their duties whenever necessary. Shall preside at meeting of the executive council.
Section 2: The Vice President: Shall be a general assistant to the President in the performance of his/her duties. Shall take over when the president is absent. Shall be responsible for all public relations, which includes fundraising
Section 3: The Treasurer: Shall keep a permanent record of all income and cash disbursements. Shall present a financial report and/or ledger at each meeting or upon request of the president or coach. Shall comply with the college regulations regarding the budget and shall give preference to these same regulations if they supersede or overlap the above responsibilities. Shall have the books open for inspection by the President, Vice President, or duly authorized persons at all times. There may be a co-treasurer if the need arises
Section 4: The Recording Secretary: Shall maintain a file for all minutes for all meetings. Shall read the minutes of th previous meetings. The quorum can vote acceptance or rejection of those minutes in part or in its entirety. Shall keep record of attendance at all meetings and team practices. Shall be designated to be responsible for all records at regattas.
Section 5: The Intercollegiate Organization Coach: Ahall organize and supervise in conjuction with the president and team captains Shall be responsiblile for and control organizing training.
Section 6: The Organizing Captains: Are the responsible parties at intercollegiate competitions. Also responsible for attending coaches meetings with or in absence of the coach. There will be two captains, one for the women's team and one for the men's team Either captain position can be male or female. The captains finalize boat assignments. However, they are subject to change if a majority (three of five) of the remaining officers deem it necessary.
Article VII Section 1: If a member missed three (3) meetings, they will not be allowed to compete. Section 2: Any member that feels an officer should be impeached must bring it up at the meeting and will be voted on by the remaining members of the team. The officer who we will be speaking of must not be present during discussion of impeachment. The impeached member will also have an opportunity to speak to the members the same day as the discussion.
Section 3: All impeachment procedures are subject to the jurisdiction of the Supreme Court. If an officer missed three meetings, impeachment procedures may commence.
Section 4: In the event that an officer can no longer continue to hold office, nominations and elections will be held within two school weeks of his/her removal from office. Elections will be held as soon as possible after notification.
Section 5: The duration of the replacements officer will be the remaining period of the current term.
Article VIII
Section 1: Two-thirds of the majority of the quorum shall be required to amend the constitution.
Section 2: A two-week notice shall be given to amend the constitution.
Section 3: The final amendment must be given to the S.A. Supreme Court for approval.
Article IV Committees are appointed by the Vice President and are subject to approval by the remaining officers. The chairperson of such a committee is selected on a voluntary basis among the members of the committee
