Office of Human Resources
POSITION DESCRIPTION:
The Human Resource Director is in the Division of Administration and Finance. This person is responsible for all aspects of Human Resources and Payroll functions for the campus.
The Human Resource Director supervises 2 M/C, 1 UUP and 4 Classified Service employees between the offices of Human Resources and Payroll. The Director of Human Resources reports to the Vice President for Administration and Finance and is responsible for the leadership and management of a comprehensive human resources office with a focus on developing and implementing strategies to attract, develop and retain highly-talented faculty, administration and support staff. The director will be responsible for development, implementation, and evaluation of Human Resources policies and procedures. The director will also provide leadership in training and succession planning, quality service initiatives, and other organizational development activities. Functional areas under the director's supervision include Classified and Professional Benefits, Classified and Professional Staffing, Employee/Labor Relations, Payroll and Training. The director will interact with the SUNY Offices of Employee Relations and University Counsel, immigration counsel, the Department of Civil Service and the New York State Division of Human Rights.
The director will serve as the President's designee on matters of employee counseling and discipline, contract grievances and human rights complaints, interact on matters of affirmative action and as the management representative for labor/management meetings.
REQUIRED QUALIFICATIONS:
- Bachelor's degree from an accredited institution
- Five years of full-time progressively responsible public sector personnel experience
- Demonstrated ability to work strategically and collegially across and among all levels of the institution and with outside state agencies
- Excellent written, interpersonal and mediation skills
- Demonstrated ability to articulate, defend and follow through on difficult personnel and other issues
PREFERRED QUALIFICATIONS:
- Master's degree from an accredited institution in Human Resources, Public Administration, Personnel Administration or related field
- Ten years of full-time progressively responsible public sector personnel experience
- Professional in Human Resources (PHR) status or higher certification
- SUNY state operated personnel experience
- HRIS experience and/or familiarity with NYSTEP, NYBEAS, Payserv and other state systems
