Approval of Agenda. Agenda was approved as written

Approval of Minutes – 2-2-07. The minutes were reviewed and
approved as written.
3.
Dean’s Report. – D. King noted the following:
- Another possible location was visited for the Syracuse Metro Center.
Plans are moving forward for a full opening in Spring 2008. If open in
Fall 2007 only short institutes, workshops, etc. will be offered at the
location.
- The first draft of the Professional Science Masters proposal has been
completed. Now editing is being completed with the assistance of
representatives from Sloan. If approved, this project will last until
2010.

Chair’s Report. D. Vanouse asked if anyone knew of any
submissions for
Festa Scholarships. B. Silky, D. Vanouse, and R. Scholnik indicated
that they each had a possible candidate. However, the difficulty was in
finding a sponsor in a leadership role to host the graduate student.
5.
I. P. Grades. This item was delayed until a future
agenda.
6.
HCI 520 Graphical User Interfaces. L. Qiu presented the
revision of the course that is a requirement in the Human Computer Interaction
MS and also taken as an elective by undergraduates from the Computer Science
major. Questions were asked about requirements for graduates vs.
undergraduates, the number of students in a typical class, frequency of
offering, and minor editing of the course outline. After a brief
discussion, the course was approved pending editorial revisions.
7.
EAD 660 Organizational Change for Building and District
Leaders. B. Silky presented the outline. The course serves as an
elective in the Ed. Ad. Program. After brief discussion, the course was
unanimously approved as written.
8.
Policy on Graduate Student Registering for Classes Beyond Degree
Requirements – D. King noted that there have been
several recent instances of graduate students delaying completion of degrees in
order to collect financial aid or use scholarship money. He was
concerned, as both these amounts of money are limited. If someone who is
really finished but delays graduation just to collect funds, then money is
being taken away from someone else who may really need it to complete a
program. Currently these situations are being decided by the Graduate
Dean on an individual basis. After discussion of the Council members that
suggested there could be satisfactory reasons for delaying graduation as well
as inappropriate ones. It was the consensus of the Council that these
situations would continue to be handled by the Graduate Studies Office on an
individual basis.
