The
meeting was called to order at 3:13 PM.
I. Approval of Agenda
With the removal of the EAP report the agenda was approved unanimously.
II. Approval of Minutes
The minutes of November 28th, 2005 and February 6th were approved
unanimously.
III. FA Chair’s Report – S. Camp
The chair invited all committee chairs (Committee on Committees) to report
to the Assembly throughout the semester. She announced that at this
meeting four committee chairs would be reporting to FA. S. Camp reported
that she and Senator Peterson are traveling to Plattsburgh for University
Faculty Senate April 6 & 7. She also announced that the Assembly has
to elect a new SUNY Oswego Senator.
IV. Reports of Councils, Committees, and Task
Forces
Personnel Policies Council met and distributed three new
by-law amendment proposals to the Assembly.
Academic Policies Council met and approved the request from
the English Department to change their name to the Department of English and
Creative writing. APC also approved the Early Childhood Education Birth
through Grade 2 program proposal from the Department Curriculum and
Instruction. They also discussed the add/drop policy, the Information
Science program proposal from the Department of Computer Science, and the
request from the Health Promotion and Wellness Department to revise the
Athletic Coaching minor.
General Education Council met and elected Dennis Parsons as
Chair for the remainder of the academic year. They discussed the
possibility of using the ETS Information and Communication Technology Literacy
exam for waiver purposes. They also approved MUS 323 (Women and Music)
for the Music Department's Writing Plan at level 2 and for inclusion in
Intellectual Issues- Self and Society.
Graduate Council met and approved GRT 520: Social
Gerontology (3sh). Their next meeting is April 7.
Library Council met and elected Joe Rial as chair for the
remainder of the semester. They discussed the infusion of the LVC
document and the use of the Library café for a variety of events.
Undergraduate Curriculum Council - (see attached).
Campus Concept Committee met on March 9th with Sara Varhus
and Mary Beth Bell from the Library Visioning Committee to discuss the future
of the library.
Library Visioning Committee met and reviewed responses to
the LVC document draft and they are working on the final copy.
Arts Programming Council- M. announced that next year's
program will be Arts and Technology. M. Avrakotos discussed the program
and performances that the council is planning for next year, including their
5th year of the Jazz Festival.
Chemical Hygiene Committee reported that they disposed of
7.7 tons of waste last year. They mainly deal with ensuring the proper
storage of chemicals and making sure the labs are safe. CHC oversees the
plan from OSHA and is in charge of making generic operating procedures.
Institutional Animal Care and Use Committee reported that
they conduct their own inspections of the Mahar and Piez facilities. They
receive a yearly surprise inspection by either the US Department of Agriculture
or the Office of Laboratory Animal Welfare. They make annual reports to USDA,
OLAW, the NYS Department Health, the Institute for Laboratory Animal Research
and the Office for the Protection from Research Risks. As of now, they
only deal with warm-blooded animals, but they believe that will soon change to
include amphibians and reptiles.
Intellectual Integrity Committee first met last fall and
has had three meetings thus far this semester. As a result of the
committee's recommendation, SUNY Oswego has joined the Center of Academic
Integrity, located at Duke University and affiliated with the Kenan Institute
for Ethics. They have also worked with Dr. Don McCabe (CAI and Rutgers
University) in preparing surveys of students and faculty on academic
integrity. While set to occur this semester, they have postponed the
surveys until the fall semester, as students have been heavily surveyed this
semester. The Committee is currently working on the creation of a set of
guidelines which can be used by faculty as they consider appropriate penalties
for incidents of dishonesty that they uncover. The goal is to provide
more uniformity across the campus. Among the committee's goals are the
creation of a website for both faculty and students on cheating and plagiarism,
and the administration of the academic integrity survey and the dissemination
of the results of those surveys.
Committee on Learning and Teaching (COLT) distributed a
handout on "Meaningful Learning in Oswego" to the Assembly.
V. Unfinished Business
1. The proposed Writing Across the Curriculum Task Force passed
unanimously.
2. The proposed by-law amendment changes to Article XII, section 4
(with the change of "any council, committee, or task force" to
"any council or committee") was passed unanimously.
3. The proposed by-law amendment changes to Article I, section 3 was changed
from "eligible to vote, but restricted eligibility" to "eligible
to vote, but not on personnel matters" and was then sent back to the
committee for revisions.
VI. New Business
There was no new business.

On March 22, 2006, the UCC reviewed 12 course
proposals. We approved 7 courses and made arrangements for UCC
members to contact department chairs to check on the progress of the remaining
5 course proposals for which we needed more information.

Meetings for Spring 2006—Our meetings will occur on
alternate Wednesdays, 1:45-3:15 PM, in Wilbur Hall on the following dates:
April 5; and May 3, 2006. We will not be meeting on QUEST day April
19.
