The meeting was called to order at 3:18 PM.
I. Approval of Agenda
The agenda was approved unanimously.
II. Approval of Minutes
The minutes of February 28th, 2005 were approved unanimously.
III. Chair Report- S. Camp
The Chair announced that SUNY Oswego's Mission Review II visit is June 7, 2005. Also, the call for the new committee on Academic quality is out. Respond to the Committee on Committees via Mike Ameigh.
IV. Reports of Councils, Committees and Task Forces
Personnel Policies Council distributed a proposed DSI schedule to the Assembly based on the dates from 2003. They also announced the re-election of S. Camp as Faculty Assembly Chair for 2005-2006.
Academic Policy Council met April 22 and approved the 5-year Psychology BA/Human-Computer Interaction MA joint program, which was submitted for vote to FA. APC also approved changes to the Linguistics major (adding a senior capstone - LIN 400 - and increasing the requirements from 36 to 39 sh). Lastly, APC approved changes in the Music major (increasing to 42-44 sh from 36 sh) and minor (remains at 24 sh, but some courses are changed), which were submitted for FA vote.
General Education Council met on May 2nd and heard reports from those who attended the "campus-based assessment" conference at Syracuse on April 27-28. They discussed oral competency, writing competency, and intellectual issues assessment. General Education seats that are open for next year are Education, Humanities, and Fine and Performing Arts. The council will hold two meetings over the summer.
Graduate Council met May 2nd. During the past academic year, the Graduate Council has approved changes in such areas as course titles and course numberings as well as approving new and revised courses in several programs, including English, Vocational Teacher Preparation, Special Education, Mathematics, and Technology Education. In addition, the Graduate Council has reviewed and forwarded to the Assembly proposals concerning programs in such areas as Technical Education, counseling and Psychological Services, and the recent "Psychology-HCI Five Year BA/MA Program." At this point, the Graduate Council is reviewing elements to be included in "a Strategic Plan for Graduate Studies." Demographic forecasts suggest that demand for Graduate Education will be growing in the near future. In examining issues considered for the "Strategic Plan," the Council plans to strengthen its ties to departments which offer Graduate Degrees and other Graduate Programs. The Graduate Council is currently reviewing proposals for a "Viewbook" identifying the Graduate Programs at SUNY Oswego. This document will be used to promote all Graduate Offerings, and the Council hopes it will be linked to brochures or individual programs. The Council also is beginning to review concepts and proposals for combined BA and MA degrees.
Admissions and Student Services Council announced that they are close to finalizing the faculty and student interaction handbook. They hope to have a brochure or web site out by this fall.
Academic Outreach Council met on April 21st and reviewed the organizational chart for Continuing Education. They are now offering 50-60 courses online each semester. Summer 2005 registration is ongoing and planning for Winter and Summer 2006 has begun.
Campus Concept Committee met April 27th and reviewed project status. The committee will focus this summer on drafting a mission statement for the “Sciences” program. The next meeting is May 11th at 3 p.m.
V. Unfinished Business
1. The Psychology BA/Human Computer Interaction M.A. combined 5 year degree program was approved unanimously.
VI. New Business
1. The Conflict of Interest and Professional Ethics Task Force proposal was distributed and discussed by the Assembly. It will be voted on this Fall.
2. Elections for vacancies on FA Councils and Committees

3. There was a motion made to waive the two week rule for changes to the Music Major and Minor requirements, which passed 32-4. Changes to both the Major and Minor were then discussed and approved unanimously.
