The meeting was called to order at 4:08 PM.

I. Approval of Agenda

The agenda was approved unanimously.

II. Approval of Minutes of General Faculty Meeting of October 25, 2004

The minutes were approved unanimously.

III. President's Report - Deborah Stanley

President Stanley gave updates on enrollment, the budget, Mission Review, retention, campus projects, the library initiative, and campaign for Oswego.

IV. FA Senate- Luther Peterson

L. Peterson gave a summary of the report he gave on January 31st, 2005.

V. UUP Report - B. Canning     

B. Canning reported the following:

1. PDQWL- The second round of the popular Joint Labor Management Grant program called PDQWL is moving along.  During the Fall, 18 Faculty and Staff shared nearly $6,000 in funds.  Currently, the Committee is reviewing over 97 applications for over $24,000 in support monies.  The Committee is working hard to complete their review, but time and the number of applications place considerable demands on your colleagues.  Please be patient.  We hope that announcements of awards will be made by the 2nd week in April.

2. Chapter Elections- By now you should have received your copy of the Oswego Chapter's Election Newsletter which provides campaign statements from a record number of candidates for Chapter Officers and for Delegates for Academic and Professional Staff.  Ballots will be mailed to UUP Members on March 17 and must be returned to Albany (which runs all chapter elections) by April 27.  If you have not yet received your ballot and you are a member, or if you have any questions, please contact Greg Auleta.

3. Political Action- This year may be the year when Legislature actually completes a budget by April 1st.  Of course, we have too many years of experience to be skeptical of such an expectation, but we would be foolish not to heed this possibility and not to attempt to influence the decisions regarding the funding of SUNY.  It is absolutely essential that SUNY and Oswego receive adequate funding for the upcoming fiscal year.  For the first time SUNY has actually proposed a budget which has the potential to

provide such funds, and the Governor in turn has put forth a budget which actually does so-  if the proposed tuition increase is accepted by the Legislature.  There are many reasons to believe that the Legislature will not accept the proposed $500 tuition increase, which means that once again SUNY will be under funded.  In the first week of March the chapter began a campaign to generate faculty and staff phone calls and e-mails to key legislative leaders.  It is imperative that all of us carry out this call to action.  Without adequate legislative support, SUNY may face a shortfall of $40 or more. 

            4. Contractual Salary Increases and DSI- The new Agreement between the State and UUP calls for a 2.75% increase in salaries for incumbents.  Twelve month employees will receive their increase on September 1.  DSI of 1% will be available for this past year's activities, which means that the traditional review process must be organized and processed in time for consideration early into the Fall 2005 semester.  

VI. Faculty Assembly Chair- S. Camp

The Chair reported FAEB's efforts to make a more efficient course approval process for both undergraduate and graduate courses. She then announced that the memo regarding the Chancellor's awards and deadlines is out.  Nominations are needed for the selection committee.  If you do not have a nomination form, contact Mike Ameigh at ameigh@oswego.edu.
